Council of Ministers adopts an AI development policy for Poland

The Polish Council of Ministers has adopted the Artificial Intelligence Development Policy for Poland From 2020 Onwards. The resolution adopted in December 2020 was published on 12 January 2021 and is a document that supports and supplements other instruments, including the Responsible Development Strategy and the European Coordinated Plan on Artificial Intelligence, as well as the works of international organizations.

The purpose of the Policy is to support society, companies, members of the academia, and public administration authorities in making the most of the opportunities related to the development of AI, at the same time ensuring that human dignity is respected and proper conditions are created for fair competition to thrive at the global level.

The document describes the actions Poland should implement and the goals it should achieve in the short term (until 2023), the medium term (until 2027), and the long term (after 2027) in order to ensure the development of Polish society, Polish economy, and Polish science in the area of artificial intelligence.

The goals and tools have been divided into six areas:

1) AI and society—actions intended to make Poland one of the larger beneficiaries of a data-based economy and to boost Polish society’s awareness of the need to constantly develop knowledge and skills;

2) AI and innovative companies—actions intended to support Polish AI companies;

3) AI and science—supporting Polish R&D organizations in designing interdisciplinary challenges and solutions in the area of AI;

4) AI and education—actions taken at the primary, secondary, and higher education levels, including but not limited to designing courses for persons at risk of losing their jobs as a result of technological development and automation;

5) AI and international cooperation—actions intended to support Polish businesses in terms of AI and the development of AI in the international arena;

6) AI and the public sector—supporting the public sector with respect to AI-related contracts, better coordination of actions, and further development of programs such as GovTech Poland.

By definition, the document will be subject to evaluation in connection with the constant development of the sector of new technologies, and in particular AI.
