Spatial planning and integrated investment plan (ZPI)

Amendments to the Spatial Planning and Development Act have introduced a new system of planning documents and the institution of the Integrated Investment Plan (ZPI). The new regulations are intended to accelerate the implementation of investments, especially those of significant importance for housing and infrastructure. What do you need to know about ZPI, local plans and the general plan?

Currently, the basic planning document of a municipality is the general plan, which replaces the previous study of conditions and directions of spatial development. Every local spatial development plan, including the Integrated Investment Plan, must be consistent with it. The ZPI is a special form of local plan, adopted at the request of the investor, containing specific provisions for a single, complex investment. The procedure for adopting an IPI requires the conclusion of an urban planning agreement with the municipality, which specifies the mutual obligations of the parties, including those relating to the implementation of infrastructure and any exemptions or compensation.

The municipal council’s resolution on joining the IPI must undergo a full procedure of review, approval, and public consultation. The introduction of ZPI allows investors to obtain greater legal predictability and real influence on the shape of planning documents.
