Acting on behalf of one of the largest economic unions, our law firm prepared a set of documents needed to initiate a public procurement procedure, the subject of which was the implementation and maintenance of a complex IT system dedicated to public services (parking lots, public transport, library services, cultural and leisure services, etc. ), along with the delivery of specific infrastructure dedicated to public transport. The system is designed to operate in Upper Silesia and Basin in Southern Poland. |
A separate task was the preparation of an extensive legal opinion for the union on the possibility of awarding a public contract in a non-competitive procedure (free-source), along with technical expertise regarding the assessment of the possibility of entrusting the maintenance of individual modules / functionalities of the Silesian City Service Card (ŚKUP) system to a contractor from a single source (11.2020). For our client, the conclusions of the opinion were of key importance in the context of commencing actions towards an urgent conclusion of the contract for the maintenance of the system in relation to the expiring period of the existing contract for the maintenance of the system. The single-hand agreement is the key to maintaining the continuity of the ŚKUP system in the area of Upper Silesia and Zagłębie, which organizes city transport for millions of metropolitan residents
