Digital Omnibus Regulation: Single-entry point

On 19 November 2025, the draft EU Digital Omnibus Regulation was published. Its purpose is to simplify the provisions contained in a number of legal acts regulating business activity in the digital sector. What is worth knowing?

Single-entry point

A facilitation for entrepreneurs, including those in the FinTech sector, is the creation of a single-entry point for reporting violations of the law or the occurrence of a cybersecurity incident.

Benefits for entrepreneurs

The implementation of the proposed solution will make it possible to report an incident simultaneously to the authorities supervising compliance with the GDPR, DORA and eIDAS, as well as national laws implementing the CER and NIS 2 directives.

DORA as a model for the reporting interface

According to the European Commission’s assumptions, the unified interface is to be developed in a way that aligns with the incident-reporting rules set out in DORA.

ENISA responsible for the interface

The creation, maintenance and proper functioning of the incident-reporting interface is to be handled by the European Union Agency for Cybersecurity (ENISA).

Start of the legislative process

The publication of the draft begins the legislative process at the EU level. Its entry into force depends on adoption by the Council of the EU and the European Parliament.
